Local Government Accountability; revises duties of Legislative Auditing Committee; specifies requirements for petition for municipal audit; clarifies that local governments are authorized to provide health insurance; revises definition of "governmental entity" to include counties & district school boards; revises provisions governing notice of bids & disposition of bonds; authorizes pilot program to be established by rural health network in Monroe Co., etc. Amends FS.
