Multitenant Access/Protocol Services; provides for telecommunications & voice-over-Internet protocol services access to multitenant environments; provides standards; prohibits certain contracts; provides for dispute resolution; provides procedures & requirements; requires PSC to adopt rules to implement multitenant access; prohibits certain compensation of landlords under certain circumstances; provides for imposition of penalties, etc.
