Economic Development Incentives; revises limitation on monthly aggregate distributions to certified facilities for retained spring training franchise; provides for distribution of portion of revenues from tax on sales, use, & other transactions to NASCAR Hall of Fame facility & to specified units of local government owning eligible convention centers; provides for audits by Auditor General; provides for NASCAR license plate fee, etc. Amends FS.
