Pollutants/Total Max. Daily Loads; provides for attainment of pollutant reductions for restoration of impaired waters; revises provisions for allocation of allowable pollutant loads; provides for development of basin management action plans; revises provisions for implementation of total maximum daily loads; revises provisions re best management practices; authorizes DEP to adopt rules for permitting of basin management action plans, etc. Amends 403.067, 373.4595, 570.085.
