State Judicial System; revises requirements for private court-appointed counsel; requires that circuit Article V indigent services committee establish compensation rates for court-appointed counsel or in cases of indigency; provides funding for teen court through assessment of additional court cost against each person who pleads guilty or nolo contendere to, or is convicted of, violation of criminal law, ordinance, or traffic offense in county, etc. Amends FS.
