Storm Recovery Financing/Electric; authorizes electric utilities to petition Fla. PSC for certain financing orders for certain storm-recovery purposes; authorizes electric utilities to create storm-recovery property; specifies properties, requirements, permissible activities, & limitations re said property under certain circumstances; specifies storm-recovery bonds as legal investments for certain entities, etc. Creates 366.8260; amends 679.1091.
