Lifeline Telecommunications Service; requires that Lifeline Assistance Plans be provided by eligible telecommunications carriers; requires such carriers to offer Lifeline service applicants & recipients option of blocking or limiting toll calls under certain circumstances; provides criteria for connection, reconnection, & discontinuation of basic local telecommunications service for Lifeline Assistance subscribers, etc. Amends 364.10.
