City of Jacksonville/Duval County; amends special act, as amended; prohibits city & independent agencies from waiving sovereign immunity beyond limitations of legislative waiver of sovereign immunity established in Florida Statutes; prohibits city & independent agencies from indemnifying, defending, or holding harmless contracting parties for tortious actions of any party other than city or independent agency; provides severability, etc.
Effective Date: Upon becoming law
