High-Occupancy-Vehicle-Lanes; provides definitions; provides for use of said lanes by vehicle fueled by natural gas or biodiesel; provides for issuance of decal authorizing such use by HSMV; provides for distribution of funds from sale of such decals to Highway Safety Operating Trust Fund. Amends 316.0741.
