Postsecondary Student Fees; amends provision re determination of resident status for tuition purposes; provides conditions for reclassification as resident for such purposes; requires that evidence be provided re legal residency & dependent status; provides duties of institutions of higher education; classifies as residents for tuition purposes certain employees of international multilateral organizations, etc. Amends 1009.21; creates 1009.255.
