Substance Abuse & Mental Health; revises duties of Fla. Substance Abuse & Mental Health Corp.; requires corporation to ensure provision of services that promote recovery & resiliency-based systems of care; requires that certain members appointed to corporation be primary consumers of mental health or substance abuse services or family members of primary consumers of such services; repeals s. 3 of ch. 2003-279, Laws of Florida, etc. Amends Ch. 394.
