Insurance Commissioner; constitutional amendment to create position of Insurance Commissioner as elected member of Cabinet; creates specified article of State Constitution to prohibit certain campaign contributions re candidates for office of Insurance Commissioner; creates specified article of State Constitution to provide effective date for such changes & for initial election to such office. Amends s. 4, Art. IV; creates s. 8, Art VI, s. 26, Art XII.
