Welfare of Children; creates Office of Child Abuse Prevention within Executive Office of Governor; provides procedures for evaluation of child abuse prevention programs; establishes process for investigating reports of abuse; amends provision re independent living transition services to revise eligibility requirements for certain young adults; provides eligibility criteria for certain persons for medical assistance payments, etc. Amends FS.
