Governmental Operations/Agency Fees; provides legislative intent that fees charged by state agencies for providing service or regulating profession or business cover costs of service or regulatory oversight; requires that each state agency review its fees; provides criteria for review; requires that each agency, as part of its legislative budget request, provide to Governor & Legislature proposal for making service or regulatory program self-sufficient, etc. Creates 216.0236.
