Welfare of Children; creates Child Abuse Prevention Office within Executive Office of Governor; provides procedures for evaluation of child abuse prevention programs; provides for development & implementation of state plan for coordination of said programs & svcs.; provides access to records for agencies that provide early intervention & prevention svcs.; provides eligibility criteria for certain persons to qualify for medical assistance payments, etc. Amends FS. APPROPRIATION: $7,277,221.
