V; provides age limitation on persons seeking appointment of public defender based upon inability to pay; provides for liability for fees, costs, & charges of representation in delinquency proceedings; specifies additional provisions of agreement for county funding of judicial circuit personnel positions; requires convicted persons or parents of adjudicated juveniles to enroll in certain prosecution cost-payment plans, etc. Amends FS.
