Telecommunications/Price Regulation; provides that local exchange telecommunications company obligated to serve as carrier of last resort is not obligated to provide basic local telecommunications service to customers in multitenant business or residential property under certain circumstances; removes provision that allows company to elect that its basic services be subject to same regulatory treatment as its nonbasic services, etc. Amends 364.051,.025.
