Financial Responsibility for Motor Vehicles [LPCC]; provides that member of United States Armed Forces called to or on active duty outside state or United States is exempt from providing required proof of financial responsibility as owner, registrant, or operator of motor vehicle under specified conditions; provides for eligibility & limitations. Amends 324.021.
