Environmental Protection; revises provisions re distribution of fees paid for Fla. Wildflower license plates to conform to changes made by act; clarifies who is liable for dumping under Fla. Litter Law; places Adopt-a-Shore Program within DEP; prohibits regulation of industrial byproducts under certain circumstances; authorizes DEP to exempt certain facilities from requirement for permit; provides for management & disposal of certain storm-generated debris, etc. Amends FS.
