Litter Law; places Adopt-a-Shore Program within DEP; prohibits regulation of industrial byproducts under certain circumstances; authorizes DEP to exempt certain facilities from requirement for permit; provides for management & disposal of certain storm-generated debris, etc. Amends FS.
