OGSR/Parental ID/Abandoned Newborns; amends provision which provides that identity of parent who leaves newborn infant at hospital, emergency medical services station, or fire station is confidential & exempt from public records requirements; makes editorial changes; removes scheduled repeal of exemption under OGSR. Amends 383.51.
