Comprehensive Planning [RPCC]; redefines terms "urban redevelopment" & "financial feasibility" for purposes of Local Government Comprehensive Planning & Land Development Regulation Act; provides for application of requirements for financial feasibility re elements of comprehensive plan; provides exception from concurrency requirements for certain airport facilities; provides for creation of transportation concurrency backlog authorities, etc. Amends FS. APPROPRIATION: $326,620.
