Department of Transportation [EPCC]; Provides for salary & benefits of executive director of Florida Transportation Commission to be set in accordance with Senior Management Service; provides that certain port-related facilities are not developments of regional impact under certain circumstances; provides that refusal to submit to breath, urine, or blood test disqualifies person from operating commercial motor vehicle, etc.
