Service of Process; Provides that criminal witness subpoenas & summonses to be served by special process server appointed by sheriff or certified process server; provides for selection of authorized certified process servers to serve such subpoenas & summonses; allows unsatisfied executions possessed by sheriff docketed before specified date to be returned to issuing court; requires submission of affidavit before levying judgment on real property, etc.
