Department of Transportation [EPCC]; Requires the Department of Transportation to conduct a study of transportation alternatives for the Interstate 95 corridor. Provides for counties to incur certain costs related to relocation or removal of certain utility facilities under specified circumstances. Revises the blood-alcohol or breath-alcohol level at which certain penalties apply. Revises the sunset date for the Strategic Aggregate Review Task Force, etc.

Effective Date: Upon becoming law except as otherwise provided
