Florida Hurricane Catastrophe Fund; Creates Division of the Florida Hurricane Catastrophe Fund within SBA; transfers powers, duties, & responsibilities of administration of fund from SBA to division; requires SBA to appoint director; extends for additional year offer of reimbursement coverage for specified insurers; revises qualifying criteria for such insurers; provides penalties & interest for failing to collect & remit specified assessments, etc.
