Public Construction; Revises provision relating to voting on special assessments against property benefited; permits special districts to purchase commodities & contractual services from purchasing agreements of other specified governmental entities in certain circumstances; prohibits county, municipality, or special district from owning or operating asphalt plant or portable or stationary concrete batch plant with independent mixer, etc.
