East Lake Tarpon Community/Pinellas County [EPSC]; Provides requirements for the municipal annexation of the East Lake Tarpon Community. Requires a referendum of the electors within the community prior to such annexation. Describes the community boundaries. Clarifies that the act does not prohibit voluntary annexation.
