Capital Investment Tax Credit; Specifies procedures to claim sales & use tax credit; authorizes qualifying business that has insufficient corporate income tax liability to fully claim capital investment tax credit to apply credit against its liability for sales & use taxes to be collected, reported, & remitted to DOR; requires qualifying business that receives credit against its sales & use tax liability to make additional capital investments; requires qualifying business to annually report its capital investments to OTTED, President of Senate, & Speaker of House, etc.
