Provides legislative intent. Provides purpose of the district. Provides boundaries. Provides for a governing body. Provides powers of the district. Provides that the district may levy ad valorem taxes and non-ad valorem assessments. Authorizes the district to borrow money. Provides for impact fees. Provides for elections. Provides that the district may exercise the power of eminent domain, etc.
