Fellsmere Water Control District, Indian River County; Codifies, amends, reenacts, & repeals provisions of law relating to Fellsmere Water Control District, Indian River County; renames district the Fellsmere Improvement District, a special tax district; provides legislative intent; provides additional authority relating to provision of public infrastructure, services, assessment, levy, & collection of non-ad valorem assessments & fees, public finance, & district operations; provides district boundaries; provides for applicability of chapter 298, F.S., & other general laws; provides powers of district; provides for compliance with county & municipal plans & regulations; provides for levy of non-ad valorem assessments; provides for collection, enforcement, & penalties; ratifies prior acts & circuit court decrees; provides for severability; provides for referendum.

Effective Date: upon its approval by a majority vote of those landowners voting in a referendum conducted in accordance with the provisions of law relating to elections currently in force
