Documentary Stamp Tax Distributions; Revising and deleting distributions of the documentary stamp tax; providing that specified distributions may not be transferred to the General Revenue Fund; revising the purposes for which distributions may be made from the Water Protection and Sustainability Program Trust Fund, etc.
