Anchoring and Mooring at Seaports; Authorizes certain seaports to designate no anchoring or mooring zones for certain boats anchored in certain waters for specified time period for specified purposes; specifies boundary limits for no anchoring or mooring zones; authorizes certain seaports to apply to FWCC to establish no anchoring or mooring zones; requires applicant to hold specified number of public hearings; requires commission to consult with other entities; authorizes commission to modify no anchoring or mooring zone boundaries; requires certain seaports to annually review boundaries of approved no anchoring or mooring zones & submit revised application; requires certain information to be included in seaport security plans & seaport strategic plans.
