Athlete Representation and Compensation; Requires FHSAA to adopt bylaws requiring student athletes to register specified compensation with FHSAA; authorizes high school student athletes who meet specified criteria to earn compensation for use of their name, image, or likeness; provides student, school, & DOE requirements; prohibits athlete agent of student athlete from receiving more than specified percentage of student athlete's total compensation derived from use of student athlete's name, image, or likeness; requires DBPR to maintain database of athlete agents which is accessible to public.
