Air Carriers; directs DMS to evaluate state contract for air carrier service for state employees, to undertake pilot program, & to adopt purchasing guidelines; directs OPPAGA to review impact of pilot program & report to Legislature; authorizes DMS to reinstate certain contracts under certain circumstances; directs Enterprise Florida, to complete review of impact of regional airports on economic development in state.
