Pollution Control; provides for administration of sewage treatment facilities revolving loan program; revises & clarifies conditions under which disposal of solid waste is exempt from DEP permitting requirements; provides for single financial mechanism to cover costs of closure of privately owned solid-waste-management facility in certain circumstances.
