Network Access Rate Reduction; requires specified reductions in intrastate switched access rates & long distance rates by certain companies under certain circumstances; provides exception; authorizes certain local exchange telecommunications companies to adjust basic local telecommunications service rates under certain circumstances. Amends 364.163.
