State-Administered Retirement; provides for review & comment on local government retirement system actuarial valuation reports & impact statements on triennial basis; increases age at which Special Risk Class Member must elect whether to participate in DROP; provides re board of trustees for municipal firefighters' pension & municipal police officers' retirement TFs that board may invest in corporations on National Market System of Nasdaq Stock Market, etc. Amends FS.
