GENERAL BILL by Fiscal Policy ; Governmental Oversight and Productivity ; Governmental Oversight and Productivity

FRS/Optional Retirement Program; creates optional retirement program for employees who are regular members of FRS; provides that employees may participate in said program in lieu of participating in FRS; provides for retention of retirement service credits; prescribes vesting requirements; excludes participants from eligibility for certain health insurance subsidies; modifies definitions to provide for 6-year graded vesting for all members, etc. Amends Chs. 121, 112, 216.
