Watershed Restoration Act; defines term "total maximum daily load"; authorizes DEP to adopt process of listing surface waters not meeting water quality standards & for process of establishing, allocating, & implementing total maximum daily loads applicable to such listed waters; provides for assessment; provides for calculation of total maximum daily load; provides for evaluation; revises language re powers & duties of Secretary of DEP, etc. Amends 403.031,.805; creates 403.067.
