Appropriations Implementing Bill; implements fiscal year 1999-2000 General Appropriations Act; provides legislative intent; provides that specified funds are to be allocated based on equity & are not subject to certain provisions; specifies how AHCA shall make payments for Medicaid disproportionate share program for mental health hospitals; provides formula for rural hospital disproportionate share payments, etc. Amends FS.
Effective Date: 07/01/1999 or upon becoming law
