Information Technology Resources; creates "Commerce Protection Act"; prescribes exclusive remedies against persons, businesses, & governmental agencies for damages caused by failure of their information technology resources to function properly re date data; prescribes & limits damages; provides for mediation; bars certain class actions; prescribes alternative dispute-resolution procedures; provides for severability, etc. Repeals 282.4045.
