Management Services Department; requires DMS to establish central database to maintain record of all state-related travel; establishes Small & Minority Business Surety Program; allows agencies to negotiate leases in designated Front Porch Communities without competitive bidding; provides that former state officers & employees who are vested in FRS may participate in state group health insurance plan at time of receiving their FRS benefits, etc. Amends FS. APPROPRIATION: $1,090,000.
