Revenue Sharing with County Govts.; eliminates distribution of portion of intangible personal property tax revenues to Revenue Sharing Trust Fund for Counties; eliminates distribution of portion of cigarette tax revenues to trust fund; provides for distribution of portion of sales tax proceeds to trust fund; revises method for determining guaranteed entitlement for eligible counties from trust fund, etc. Amends Chs. 199, 210, 212, 218, 288.
