Transportation; authorizes DOT to adopt rules for delegation of authority beyond assistant secretaries; exempts property used as travel center/truck stop facility from sales & use tax on rental or lease of, or grant of license to use, real property; authorizes Bond Finance Division to issue bonds on behalf of DOT for Fla. Seaport Transportation & Economic Dev. Program; revises requirements for lamps or flags on vehicles with projecting loads, etc. Amends FS.
