Student Records; provides rights of students; revises rights of parents or eligible students; authorizes release of personally identifiable student records to HSMV for purposes of compulsory attendance driver's license eligibility requirements, to CFS Dept. for purposes of Learnfare program compulsory attendance requirements, to court in specific circumstances, & re postsecondary institutions, to certain victims, etc. Amends FS.
