GENERAL BILL by Paul ; (CO-INTRODUCERS) Bense

Phosphate Mining; revises distribution of excise tax on severance of phosphate rock; sets tax rate for specified periods; revises provisions re application of tax to total production of producer; revises dates re calculation of base rate adjustment for phosphate rock; sets minimum base-rate limit; requires DEP to study cumulative impacts of changes in landform & hydrology in Peace River Basin; creates "Environmental Good Samaritan Act", etc. Amends FS. APPROPRIATION: $200,000.

Effective Date: Upon becoming law except as otherwise provided
