Transportation Administration; provides for government acquisition of certain roads; provides procedures to contest such acquisition; allows certain local governmental entities to require prequalification of contractors for described transportation facilities construction; provides condition for ineligibility; provides presumption of eligibility for contractors prequalified by DOT, etc. Amends FS.

Effective Date: Upon becoming law except as otherwise provided
