Health Programs; exempts hearings in AHCA from requirement of being conducted by administrative law judge; revises provisions re establishment of agency's preferred drug list; requires additional information from applicants for licensure to operate health care facilities; authorizes agency to contract with private or public entities for health care services; revises provisions re cost-effective purchasing of health care, etc. Amends FS.
