Sexual Predators & Offenders; amends definition of term "conviction"; provides that offender who has been designated as sexually violent predator under civil commitment proceedings provided in specified provision, meets criteria for designation as sexual predator under Fla. Sexual Predators Act; clarifies circumstances re registration requirements applicable to sexual predators, etc. Amends FS.
